Purpose of the job

The National Civil Engineer (water and drainage) works as a part of the national civil engineering team and will be supported by the Head of Civil Engineering. They will provide leadership and specialist technical advice in relation to existing, and the development of new, civil engineering assets. The role requires cross-functional and multi-organisational collaboration (including the Environment Agency and other external partners) and provides advice to the wider organisation. The successful candidate will be able to motivate and generate enthusiasm across the organization for the continuous improvement of our engineering activities.

The range of civil engineering activities are broad and include the design of drainage networks (including both foul and surface water management), advising on the management of dams and reservoirs and the practical implementation of SuDS and natural flood management.

Key work areas

1. Consider and recommend design options for surface water and foul drainage using analytical software and more traditional methods to current design standards. Check the designs and specifications for the same, of other Forestry England engineers.

2. Provide advice to the organization, including landscape architects, land agents, building surveyors and other stakeholders on water related issues, including SuDS, natural flood management and dams/reservoirs. Build networks with other agencies and partners to support.

3. Recommend technical specifications for contract documentation for the procurement of structural, infrastructure, special projects and other works. Provide technical advice and continually review best practice relating to all civil engineering assets and issues and share knowledge on good engineering practices.

4. Maintain consistent reservoir and dam asset management standards by monitoring and supporting local civil engineering teams. Review and maintain reservoir/dam guidance and training to ensure accuracy and relevance (legally, organisationally and at an operational level)

5. Carry out hydrological studies to obtain flood flows and hydraulic calculations for river channels, bridges, culverts, weirs and small dam spillways. Engage and supervise consultants, civil engineering contractors and suppliers for delivering more complex water/drainage designs and works.

6. Promote and encourage a positive health and safety culture around all Civil Engineering activity. Champion the practical implementation of the CDM 2015 regulations throughout all stages of the project lifecycle.

7. When required deputise for the Head of Civil Engineering in professionally leading the civil engineering function within Forestry England, setting the direction of policy and standards, in order to support the business deliver its objectives for people, nature and the economy.

Person specification


  • Experienced in the design and delivery of drainage systems, including SuDS and conventional drainage networks, with a minimum of 5 years in the profession.
  • Experienced in working within a team and with other disciplines and stakeholders. Candidates must be able to engage with geographically disperse teams and be conversant with the remote working technology such as Skype and Microsoft Teams.
  • Experienced in the use of relevant design software & other means to undertake water/drainage design to appropriate codes & standards.
  • A working understanding of the 1975 Reservoirs Act and the associated asset management procedures for dams and reservoirs.
  • Experience in the engineering business, project & design management & procurement.
  • Competent IT user with good experience of the MS Office suite of applications.
  • Experienced in the safe design and delivery of projects, including responsibilities under CDM. Candidates should possess significant experience of current construction health and safety requirements.


  • Experience of working in a forestry or rural environment and application of ecologically sensitive best practice.
  • Experienced with developing and administering NEC3/4 Contracts.
  • Construction related experience either as a resident engineer or through visiting design office support role
  • Experience using GIS and CAD software with the ability to produce drawings and details.

Candidates must be a Chartered member of the Institution of Civil Engineers. Chartered Engineers from other Institutions should in the first instance discuss their application with the point of contact for this vacancy.
Candidates must hold a minimum of a BEng (Hons) or BSc (Hons) in civil engineering, or equivalent related field.
